During a support ticket with Jamf, we found that trying to access
Enrollment Customizations produces an error 404. I was told that is a
known issue (though not yet listed in the docs) and is fixed in a future
beta release.
From what I've seen, and what Okta has posted, it has to do with Python
3 not being installed. The instructions Okta has here
